Cooks to Nashville or Philly?

The Eagles are attempting to trade for New Orleans Saints receiver Brandin Cooks, according to an ESPN report. 
In addition to the Eagles, the Tennessee Titans are also interested, and are the "more likely" suitor for Cooks, according to ESPN.

Cooks would help either team, not to mention their young quarterbacks.  In 2016, Cooks put up a 78/1173/8 season, good for 222 points and a 7th place finish among receivers.  What I question is why New Orleans would let him go.  As a fantasy player, he's a relative bargain.  He's in the final year of a contract that pays him a reasonable $31 in 2017.
